Joyce Shanahan is a distinguished professional with a Master’s Degree in Public Administration from the University of Pittsburgh and a Bachelor of Arts degree in Political Science from the University of North Carolina at Greensboro. With three decades of dedicated service to local governments, she currently holds the position of City Manager for Ormond Beach, Florida, where she has played a pivotal role in the city’s growth and revitalization for the last 15 years.
Previously, Ms. Shanahan served nearly 12 years in Fort Walton Beach, FL, starting as Finance Director and later being appointed City Manager for 6 of those years. In Winchester, VA, she held positions as Chief Financial Officer and Asst. Nursing Home Administrator, earning state and national licenses in nursing administration. Her decade-long tenure with the City of Winchester culminated in her role as Management Services Director.
Joyce is an active member of professional associations such as the Florida City and County Management Association (FCCMA), where she served as president in 2012, and the International City/County Management Association (ICMA), where she currently serves as board member of the ICMA Credentialing Advisory Board.
In addition to her managerial responsibilities, Ms. Shanahan volunteers on not-for-profit boards including serving as Treasurer for TEAM Volusia Economic Development Corporation and member of the board of directors for SMA Health Services, a not-for-profit organization providing mental health and substance abuse services.
Throughout her career, Joyce has earned numerous accolades, including the 2023 Michael J. Roberto Award for Career Development from Florida City County Management Association, the 2022 Public Sector Woman of the Year from the Daytona Beach News Journal’s Women in Business, and the 2020 Choice Leadership Award from the Ormond Beach Chamber of Commerce.
